Inventory and Concept Development Document

Below is a link to the pdf version of the Inventory and Concept Development document that will be presented at the May 20th public meeting. This summarizes all information gathered during the research and inventory phase of work, visioning and programming developed at the public meetings, and the conceptual alternative master plans developed for each of the five sites. Each plan is supported by a conceptual construction estimate. We encourage everyone to preview the document before the meetings and bring any questions you may have. This document provides the necessary information to allow us to move into the development of the preferred master planning for the sites and will be the basis of discussion at the May 20 and 22 public meetings.

  1. Thank you for allowing me to provide input regarding the Valdez Waterfront Comprehensive Master Plan. As you know I was vocal in regards to the status of planned additional launch ramps, as was originally planned for the new boat harbor. The City of Valdez, Ports Department web page (http://www.valdezak.gov/index.aspx?nid=456) for the New Harbor Project still lists Additional Launch Ramps as one of the Project Benefits (As of today May 23, 2019). It would be helpful perhaps for the public, if this statement were corrected and removed from the list of Project Benefits, in as much as they are not in the work plan for now.
    In regards to the modified proposal to add a fourth ramp at the existing boat launch ramps, steepening the slope and adding rock along the shore on the East end of the small boat harbor. I am not optimistic that there will be adequate room for a fourth ramp with floats. In regards to the steepening slope and rock, I have experienced on a number occasions, as a user of these ramps, there is often congestion in the afternoons with a stiff afternoon breeze and boats waiting in the que to take out of the water. In these conditions these small boats often bow in against the east bank as there is inadequate que dock space and the wind blows the vessels against the shore risking damage to running gear. I have personal had to bow into the shore to wait my turn at the ramp.
    I think it is a good thing to further study this concept of dry staking, to determine the project total cost, operating plan, operating costs, and then if numbers work to determine if there are users for these services. I can see possibly many users for winter only storage, put away in the winter and bring out in the spring. Heck I may be interested in winter storage.

    Thank you for your input. I have reached out to City of Valdez and hope to get a response for you regarding the City webpage for the new harbor listing launch ramps as a benefit. PND Engineers have provided the following for you in response to your question about the expansion of the boat launch:

    The concept of providing an expanded, four-lane boat launch facility would need further vetting and public input if it were to proceed into design/construction. Based on a concept-level review of dimensions, we believe it would be feasible to provide for an additional launch lane and float by steepening the eastern slope and with review/coordination on the future planned replacement/reconfiguration of H through K floats. At a minimum, the recommendation would be to provide a second boarding float while maintaining the existing 3 lanes to provide improved usability. The addition of the boarding float will allow for increased on-float queuing an alleviate the need for queuing in the fairway. The boarding floats could also potentially also be lengthened to provide additional all-tide moorage.

    We have heard from other users of the launch ramp that the shallow water at the south-east corner of the harbor basin can be difficult to navigate during low tides. This issue would also be addressed during reshaping of the existing eastern harbor slope.

    The economics of dry stack storage are currently in process and will be incorporated into later phases of the waterfront master planning efforts.
